Three questions about semantics that we need to answer (revised)

Bob and Ian both pointed out that one of the three questions in my post about semantics didn't make any sense and was probably a typo. They're correct. I fixed the original post and I'm duplicating the three questions here:

  1. If two different portType/operations use the SAME WS-Addressing Action URI and the SAME message body content, are they REQUIRED to mean the same thing?
  2. If two different portType/operations use DIFFERENT WS-Addressing Action URIs and SAME message body content, are they REQUIRED to mean the same thing?
  3. If two different portType/operations use the SAME WS-Addressing Action URI and DIFFERENT body content, are they REQUIRED to mean the same thing?

The answers to these three questions say a lot about how one would design a service in the presence of WS-Addressing.
